For Egyptian businesses, and for international companies serving customers in Egypt, where data is stored has become a strategic question rather than a technical detail.
The legal backdrop
Egypt's Personal Data Protection Law, Law No. 151 of 2020, sets rules for collecting, processing and protecting personal data, and establishes a dedicated regulator, the Personal Data Protection Center. Among other things, it places conditions on transferring personal data outside Egypt. Sector regulators, such as those overseeing banking, payments and telecommunications, may add their own requirements on top.
This article is not legal advice. The obligations that apply to you depend on your sector, the data you hold and your licences, so confirm them with your legal advisers and regulators.
Why many organisations choose local hosting
- Simpler compliance: keeping personal and regulated data in the country avoids many questions about cross-border transfers.
- Regulator and customer expectations: banks, payment companies, healthcare providers and government bodies increasingly expect local hosting for sensitive systems.
- Performance: servers close to users mean lower latency for websites, apps and APIs used in Egypt.
- Local support: working hours, language and on-the-ground teams matter during incidents.
What to look for in a local provider
- Clarity about where your data physically resides, including backups and disaster recovery copies.
- Security controls you can document for auditors: access control, encryption, logging, monitoring.
- Clear responsibilities in writing: what the provider manages and what you manage.
- The ability to keep backups and recovery in Egypt too, if your obligations require it.
A balanced architecture
Many organisations keep personal and regulated data in Egypt, while using international infrastructure for content that is not sensitive, such as a CDN for public website assets. The key is a deliberate map of which data lives where, and why.
